What is AB540?

California Assembly Bill 540 (AB540) is a bill that allows eligible undocumented students to receive in-state tuition at California public colleges and universities, rather than out-of-state tuition.


Tuition Impact

The average annual cost for an AB540 eligible student can be decreased from $6,797 (out-of-state tuition) to $1,636 (in-state tuition).


Eligibility

Students must meet one of the following requirements to be eligible for AB540.

  • 3 years of attendance or combined equivalent at the following:
    • California high school
    • California adult school
    • California community college
  • 3 years of California high school coursework and 3 years of attendance at a California elementary or secondary school, or a combination of the two.
  • Successful graduation from a California high school or equivalent (GED)
  • Obtained an associate degree from a California community college
  • Fulfill transfer requirements from a California community college to a UC or a CSU
